Linkmgrd is component of Gemini dual ToR topology. Linkmgrd monitors
new Mux cable hardware status, link status, and link health (heartbeats.)
If auto is configured, linkmgrd will auto failover to peer ToR. Switchover
could also be triggered manually using CLI mode.
